WICR, Inc. was founded in 1997 by Fred Wanke. Bill Campbell was the very first employee heading field operations. Fred has over 30 years experience in the waterproofing and coating industry, while Bill has over 40. Today WICR, Inc. has over 30 field personnel, a sales manager, 4 sales representatives, a customer service department, and a fully operational maintenance department dedicated to serving our customers.
So far we have installed over 5 million square feet of quality waterproofing systems:
Our customers include: architects, contractors, private home owners, commercial properties, property managers, home owners associations and engineers. We work on new construction and re-construction projects for apartments, condominiums, businesses, private residences, hotels, restaurants, theme parks, public works, government, and other entities. We perform maintenance on all of the systems we install to extend their useful life. We have offices in San Diego, Palm Springs, Montclair and Las Vegas. We are licensed in California, Nevada and Arizona. We perform work throughout southern and central California, Arizona and Nevada. We have installed coatings for critical jobs as far away as Guam, Hawaii and Maryland.

Fred Wanke is the President and founder of W.I.C.R. Inc. with responsibility for the sales on installation and repairs of waterproofing systems, air barriers, deck coatings, epoxy coatings, below grade waterproofing, planters, traffic coatings, pool deck coatings and below tile systems. He’s a licensed General Contractor, Tile Contractor and Waterproofing Contractor with specialty in moisture control and waterproofing. His work has been focusing on repair and rehab of existing residences, commercial properties, condo associations and apartments, specifying and installing moisture controls and waterproof systems for new construction. He founded W.I.C.R Inc. in 1997.
Prior to joining W.I.C.R. Inc., he was the founder and President of Wanke Painting and Waterproofing, where he worked for 18 years (from 1979 till 1997) for residential and commercial painting and waterproofing services including restoration and repair of historical buildings and residences. Notable is his 30 years experience in the field.
Fred received a Bachelor’s of Arts degree in Urban Studies, Economics and Spanish Literature in 1979. His Activities and Societies focused on Rugby and the South Bay Economic Development Corporation.
A native of Los Angeles, California, Fred is a loyal husband and the proud father of two daughters. He also owns a wine company making proprietary Bordeaux style wines. He enjoys fishing, investing, gourmet cooking, wine pairing and tasting.
Bill Campbell is one of the corner stones of W.I.C.R. Inc., since he started the company with Fred Wanke back in 1997. He is today the head manager of all projects and construction sites in all Southern California, including San Diego, Palm Springs, Orange County and Los Angeles. His knowledge on waterproofing systems, air barriers, deck coatings, epoxy coatings, below grade waterproofing, planters, traffic coatings, pool deck coatings and below tile systems goes above and beyond, considering his 40+ experience in this field.
Prior to working with W.I.C.R. Inc., Bill was successfully managing his own company, called Decorative Waterproofing, which was founded in 1978 and closed in 1994 when Bill met Fred to start business together.
Bill was born in Santa Monica, California and now lives in Beaumont, California with his wife and five amazing children. He enjoys hunting and fishing however his spare time is very little, since he has such a busy life driving throughout Southern California keeping all W.I.C.R. Inc. projects in perfect shape even working late evenings and weekends to assure their successful completion. Thumbs up for Bill!
Sean Krubinski is a Sales Representative at W.I.C.R. Inc. since 2005. He works out of our Los Angeles office with responsibility for sales and account management on condominiums and HOA projects. His work has been focusing on repair and maintenance of existing deck coatings and waterproofing systems.
Sean grew up in and around the deck coating and waterproofing industry and joined the W.I.C.R. Inc. installation crew in 2000. He has held several different positions at W.I.C.R. Inc. including field installations, customer service, project scheduling, estimating, and now full time sales since 2005.
Sean was born and raised in the Coachella Valley where he attended high school. Sean was on the Varsity Basketball team for his entire high school career and logged over 400+ hours of community service at the Children's Museum of the Desert, Cathedral City Humane Society, and F.I.N.D. (Food In Need of Distribution). He moved to Los Angeles at the age of 18 and has since resided in the Diamond Bar area. In his free time he enjoys BBQs, making music, playing golf and basketball, boxing, and can be spotted frequently at Angels Stadium catching a baseball game.
Steven Dolan has been working as a very successful sales representative for W.I.C.R. Inc. since 2008. Some of the largest projects he has successfully completed are Mr. C’s in Beverly Hills, the Hilton Beach Front Resort in Carlsbad and Eddie V’s in La Jolla, California. His specialties are: below grade walls, planters, deck coatings, below tile systems and epoxy floors with different types of projects including residential, multi-family structures and complexes, hotels and restaurants. He is currently covering the territory of Los Angeles, Orange County, Riverside, San Bernardino and San Diego.
His past work experience includes 4 years as one of the best executive sales representative for 4 Wheel Parts and 2 years in the office management for Services by Design. Steven graduated with a Bachelor’s of Arts in Business Management at Ashford University in San Diego.
Steven was born and raised in sunny San Diego and his personality is positive and bubbly. His sense of humor keeps the office moral up. His hobbies include riding his custom chopper, river and desert activities, disc golf, rock climbing and reggae and country live music.
Noël Davis is the latest addition to W.I.C.R. Inc.’s maintenance department, but by no means is she a new addition to W.I.C.R. Inc. Noël previously worked for W.I.C.R. Inc. at our corporate location in Palm Springs, California between the years of 2004 to 2007. In 2007, when Noël left W.I.C.R. Inc. to relocate to Orange County, she started working for Robert Half International, one of the largest specialized staffing firms in Southern California. As a contract agent for Robert Half, Noël worked for a variety of different companies with emphasis on construction administration. Some of the various companies Noël has contracted with are: Technip USA Inc., Air Products and Chemicals Inc., Prestige General Contractors, All Weather Roofing, South Hills Properties, and Bankers Insurance Company.
In 2011 Noël graciously accepted to work for W.I.C.R. Inc. again in their maintenance department. Currently, Noël assists estimator Sean Krubinski with all sales pertaining to the maintenance department in: Los Angeles, Orange County, San Bernardino, and Riverside County. She provides general customer service and client relation support for W.I.C.R. Inc.’s maintenance department. Noël is also your go-to person for any assistance with warranty extensions, renewals, or revivals.
When Noël isn’t working, you’ll probably find her spending time with her two dogs, Harley and Chi Chi. She loves cooking and hosts a blog with her recipes online. Noël also loves gardening and filling her time with friends and family. Noël is passionate about animals and the environment. She is an avid supporter of organic sustainable living and various animal charities.
Ernie Perez is our newest addition to the W.I.C.R. Inc. sales team. His responsibilities include but not limit him to the entire San Diego region. He specializes in deck coating systems both above and below grade and waterproofing in the new construction building process, while providing consultations and working hands on with architects, project managers, builders and general contractors. The biggest contribution Ernie makes to the team is his enthusiasm and efforts to provide the highest level possible of customer satisfaction for W.I.C.R. Inc., which is acknowledged and second to none in this industry.
Prior to joining the W.I.C.R. Inc. team, Ernie held a project director position for a very reputable investment firm based out of Anaheim, CA , where he worked for over 6+ yrs (from 2004-2010).
Ernie majored in Business at SBSU and was awarded “player of the year” in 1998 for his outstanding efforts and accomplishments as an SBSU All-American second baseman.
Being born and raised in Rialto, CA, Ernie took full advantage of the opportunity to relocate to San Diego in 2003, with his amazing wife and two beautiful daughters. He is very family oriented and stays heavily involved in both his daughters’ academic and social activities. He continues his efforts to reach out to the community and is involved in multiple non-profit organizations throughout San Diego County.
Joao Paulo Binder (JP) is part of the Marketing and Sales Support efforts for the Maintenance department at W.I.C.R. Inc. Joao Paulo is originally from Brazil (don’t mind the charming accent!) where he graduated in Business Administration. He recently graduated with an MBA from Southern States University in San Diego (CA).
His work experience prior to moving to the U.S. was customer service and sales support with ABN AMRO Real Bank, Itau Unibanco Holding S.A. and the Renault Group. He is bilingual English/Portuguese and he speaks fluent Spanish and Italian. His people skills make him the perfect go-to person at W.I.C.R. He is friendly and outgoing with a great attitude and a helpful personality.
Joao Paulo is very passionate about the care for the environment we live in. In his free time he loves to surf, play soccer and enjoys nature. He makes his wife (and their two dogs) very happy with delicious meals including the famous Brazilian barbecue and the exotic fish cooked on a banana leaf.
